Unser alter und neuer Barangay Captain
Letzten Montag waren ja Wahlen hier auf den Philippinen, und zwar Regional-wahlen, unter anderem eben auch die zum Barangay-Captain. Unser Barangay-captain ist ein Onkel von Mai, und hier rechts im Bild zu sehen. Er wurde wiedergewählt und hat heute dafür mal eben das ganze Viertel zum Mittagessen am Strand eingeladen.
Last Monday have been elections here in the Philippines, regional elections to be specific. Among other positions the Barangay captain has been elected. Our Barangay captain is an uncle of Mai, and you can see him in the picture to the right. He was re-elected and had invited the whole neighbourhood today for lunch at the beach, to celebrate his re-election.
Aber was ist ein Barangay Captain? Nun dazu muss man wissen was ein Barangay ist. Ein Barangay ist die kleinste Verwaltungseinheit und kann ein Dorf oder ein Viertel sein. Manche Barangays haben eigene Postleitzahlen, und manche haben Namen oder auch nur eine Nummer (Barangay Nr 02 z.b.). Der Captain ist sozusagen der Bürgermeister des Viertels, und hat demzufolge unter anderem Verwaltungstechnische Aufgaben.
Er wirkt aber auch in zwischenmenschlichen Fragen auf seine Mitbewohner ein, schlichtet Nachbarschaftstreit und kann auch legal bindende Entscheidungen treffen, ähnlich einem Mediator in Deutschland - um eben die Gerichte zu entlasten. Auch überlässt die Polizei gerne die Schlichtung dem Captain, solange niemand in direkter Gefahr ist.
Analogien zum ‘Blockwart’ mögen gegeben sein, aber es passt hier in die Philosophie das man Streitigkeiten und Probleme in der Gemeinschaft löst, solange es eben geht.
Wer weiss, vielleicht wäre eine solche Position auch in manchen westlichen Ländern nicht schlecht, um eben nicht bei jeder Hecke die über den Zaun ragt (Maschendrahtzaun!) gleich vor Gericht zu ziehen.

But what is a Barangay Captain? Well for that you’d have to know what a Barangay is. A Barangay is the smallest local government unit and is usually a village or a district. Some Barangays have their own Postal Code, and some have individual Names or just a number (Barangay No 02 for example). The Captain is something like the Mayor of the district, and has therefor amongst other things organizational duties.
But he influences as well in interpersonal problems on his neighbors, settles Neighbor disputes and can rule legally binding decisions, much like a mediator, a judge out of court - to prevent everyone going to the courts immediately. The Police as well leaves the followup to the Captain, as long as there is nobody in direct danger.
Analogies to the ‘Blockwart’ (in Nazi Germany, each district or ward had a warden who enforced ‘political’ correctness in his district, and was usually the snitch to tell the Gestapo who to ‘interrogate’. Naturally that person was during the Regime and of course after the Regime a not very much liked person. We sometimes call People who like to take moral and legal higher ground and call the officals upon their neighbors for small misdemeanors (like leaving the trashcan out, or loud music after 10 or stuff like that) a ‘Blockwart’) may be seen, but it fits the Philosophy of solving problems inside the community as long as possible.
Who knows, maybe a position like that would be good in the western countries as well, so that not every bush growing over a fence will induce a court-session.
